I've been trying to tone up and lose some weight for the past month or so. I'm eating about 1400 calories a day and exercises 4-5 days a week for about an hour of cardio and 20 minutes of strength training each time. I concentrate on different areas of my body each strength training session to let it recover a bit. I've been weighing in once a week and haven't lost any weight for the past few weeks. I have noticed a bit of difference in how my clothes fit but still feel that at 150 pounds I should be losing a bit more to get into the "normal" bmi range.
Is there something else I should be doing?

Give it time and take measurements. Look for changes after a month.0

Forget the scale for now. As long your losing inches and feeling better then your doing right. Also the bmi is really flawed so dont go that. Instead track your body fat.0
