If 1200 is a large deficit from your TDEE then your body is most likely storing energy (fat) each time you eat as it doesn't know when you'll next get a good meal. It's clever like that and wants to keep you alive. The ideal deficit is TDEE-20% which is plenty to see weekly loss and enough for your body to let go of.

When you lose weight you inevitably lose muscle as well, being at a low net will increase the amount lost which is another good reason to keep the deficit small.

Like Phil said, 1200 is most likely too low for you and cause your body to retain energy instead of losing it.
You can use this: http://www.fitwatch.com/qkcalc/bmr.html to work out your BMR (basic metabolic rate), which is the approximate amount of calories your body needs to perform vital functions, ie. the amount of calories your body would burn each day if you were in a coma. On top of that you burn calories each day by moving around, digesting food, thinking etc.

When you're eating too few calories the body will use the calories it can from the food you eat, and its energy stores in the body (these can be in the digestive tract and the liver and muscle cells) , but will try and retain fat reserves.

For example, my BMR is 1600 calories, and with light activity levels the calories I burn each day would be around 2000, so I aim to eat ~1700-1800 calories/day.

    Hope this makes sense.
