HIIT heart rate data points

Wondering what your target HR is when doing HIIT, if you are wearing a HRM.

I am able to work 1 minute at 90%, and then slow down for a minute, usually dropping to ~70%. I do this for 21 minutes.

Would a superior athlete be able to come down to below 70% in one minute?

Should I wait to come down to say 50% even if it means going slow over 1 minute?

Anyone else keeps track of this?
