Maintain weight while working off the flab?

I'm getting close to what I would consider my goal weight but I still have the flabby thighs and love handles. Any exercise/diet tips for burning fat/building muscle while still pretty much maintaining the number on the scale? Thanks.

Lifting weights. The heavier ones. Then progressively heavier ones. Then lift some more
