Forget bingo wings.....Bingo elbow???

Before my kids I lost weight too fast using a VLCD (very low calorie diet) and now I'm suffering from v poor muscle tone- mostly apparent on my arms. They are HUGE and v wobbly right to the elbow. I'm working out 5x a week, lots of cardio to burn the fat and using the weights machines combined with planks, press ups and chair dips. Can my arms ever recover? Would especially love to hear any success stories out there...
