Is there a point at which a body says "Eh...close enough"?

So I've been tracking and trying to lose weight since late July 2011. I started off at 63 kg (almost 140 lbs) and by Februar 2012 I hit 52 kg (114.7 lbs). Ever since then I've hovered around that weight. Even when I stopped exercising for 3 months I only gained 1 kg (2 lbs) and once I started working out again last December, I promptly dropped to 52 kgs and stayed there.

The lowest point I've ever got to was about 1.5 months ago, a few weeks after tearing my left ACL. I dropped to 51.5 kgs, probably due to muscle atrophy in my left thigh. However after physiotherapy and strength training in addition to circuit training 3 times a week, I promptly jumped back up to 52-53 kgs.

So am I at a point where my body is insisting "bah, you're light enough" or am I doing something wrong with my routine? Here are my stats:

Height: 5'1.
Caloric intake: An average of 1500-1700 cals per day with an overreaching goal of 1500 (the amount should be accurate since I weight stuff).
Exercise: Resistance training (2x week; predominantly lower body work, squats, dead lifts, lunges with an unloaded olympic bar and leg press at 65 kgs, all of it done with my physiotherapist) and circuit training (3x week; 1 hour minimum; mostly body weight stuff like pushups, dips, squats/lunges/deadlifts with 10 lbs dumbbells).

TLDR: I've been stuck at 52 kgs/115 lbs for over a year. Even when I gained a bit and started working out more/eating less I lost weight only until I hit the dratted 52 kgs/115 lbs again. Is my body actively refusing to weight less than this?

I don't really have an answer for you, only to let you know i'm in the same boat!
for over a year i've been stuck between 78-81kgs (but down from 116kgs, so i'm all good with it). I've tried zig zagging, i regularly do intermittent fasting (i work shifts so have no choice, and i usually workout on an empty stomach). i've dropped cals to 1000 a day and not eating exercise cals back. i've tried increasing cals to 1800 a day as well as eating exercise cals. i've run 2 full marathons and a chunk of halves in that time. my weight has not changed (and the ups and downs between those 3kgs are my body's natural fluctuations).
the only thing i have left t do is try and reduce cardio and increase weights (which never fitted into my training before).
good luck. if you find out what works for you, please let me know!
