Not losing weight, but chaning shape?

OK, so I am happy with my diet, I eat sometimes under my calorie goal and sometimes over it, I have been losing weight steadily.
Over the past 2-3 weeks I have been working out a lot more (haven't logged it all) I have noticed when I am weighing now I may lose 1-2lb but sometimes gain 1-2lb I am between 123-125lb, now usually I would be gutted, but I am noticing my shape changing, my stomach is becoming flatter and my arms are more solid... Can I just check with you guys, that the weight gain is due to my working out and it being muscle and not fat?
I know I must sound so stupid LOL!
I know I have my goal as 112, but to be fair, I would be happy to be the weight I am if it means I lovely shape.
