Weight Loss Plateau! Help!

So I am training for the military and trying to make weight. I am about 4 pounds away from making weight and 9 pounds away from where they want me. I have lost about 11 in 4 1/2 weeks and I can't seem to shed any more. I haven't lost any weight in about a week or so. I really don't know what to do. My calorie intake has been roughly 900-1000 and I exercise 6 days a week 15 min morning and 15 night and 2 hours in the afternoon. I have no idea why it isn't coming off anymore. All help would be wonderful. :)
