Possible NSV?

Well I can't sleep and I am bored and so even though it hadn't been a month yet since I'd done measurements (3 weeks I believe?) I decided I was asking for punishment and I pulled out the tape measure. Keep in mind I've had a very crappy week with no exercise and being over every day because I've been on TOM and I've been sick for the last 6 days and I was dreading my weekly scale check in. I've only been back at this for 4 weeks now and had managed to drop 4-5 pounds. Well shockingly even though my hips, bust, and neck stayed the same, I had lose 2 inches off my waist and 2 inches off my upper thigh and 1 inch off my upper arms so I recalculated my BF% with last week's scale weight and I've lost 1.8% BF.

Yay! Right? I should be excited and really happy, but here's my issue. I HATE measuring. I know it's the more accurate gauge of my progress and success but I am always so filled with doubts about am I measuring right? Is this the exact same place I measured last month? Is the tape measure straight (not higher or lower in the back than in the front)? Is this too tight? Too loose? How tight is too tight and how loose is too loose? Is this just as tight or loose as I did it last time?

Ugh! It kinda drives me insane. Then it makes me feel like any loses I see are attributed to an error I am making from one of the above situations.

So, any advice or tips on measuring? What do I need to make sure I'm doing right and what doesn't matter? I'd appreciate it :)

I hate measuring for all of those reasons.

A better measure is a non-stretchy, fairly fitted outfit. Take a picture in it every now and then, and see if it looks/feels looser.
