I would suggest really tightening up your diet for a couple weeks. 100% clean no cheat meals minimal dairy, plenty of water. As for exercise you could try something youve never done before (with the aim of shocking your body into action), as for toning up your better off doing less repetitions with a heavier weight....so for example a set of bicep curls - if you can knock out 10-12 easily then your weight is too light.

When you get down to those last few pounds you should increase your calorie intake. You aren't going to eat restricted forever. So as you get closer to your goal you can eat closer to your maintnence caloric amount. I eat TDEE-10%, sometimes -5%. The closer you get to your goal the slower the pounds are goin to come off. By the time all the weight is gone, you should be eating a sustaining amount of calories. If you don't know about TDEE and BMR here is a link that will greatly help you out:

The last few pounds are notoriously tough. What has helped some people is additional strength training and bringing your calories up to just under maintenance. Like 200-300 under maintenance. 3 pound DBs won't help you much tho. I'd rather you tried body-weight workouts from youtube instead.
Try some Zuska.

What I did for the last 15 pounds was to really tighten up on the accuracy of my logging (all food logged by weight in grams, not volume) and set MFP to .5 pounds per week. I ate back half of my exercise calories.0
