Need some help

I have been working on myself since the first of the year. I have been able to drop 13 pounds and according to where I think I should be, I have 13 more to go. I am seriously rethinking my goal weight. Here is where I get a little frustrated and am trying to figure out the best path to take. I want to continue to loss at least 5 more pounds. After that, my main goal is to tone up and get a healthy body fat percentage. I realize that weight alone is not a good indicator of health.

I loss weight a lot faster when I am not working out (I know its probably just water weight but it happens) I was wondering if it is reasonable to stick to just calorie counting for the next month to drop the weight and then begin a weight lifting/30ds or cardio routine to reach my ultimate goal. Or should I continue to do my workouts and keep plugging along. My eating will not change when the weight is gone, I will just not eat at a deficit. Is one way better than another. If I continue to workout, my goal is to the 30ds shred along with 30 minutes of cardio 6 days a week.
