Classify lighty active or active?

Hey guys, I wanna ask your inputs since recently I talked to a trainer and he said that as skinny fat getting my muscle up is more important than again losing fat while having a gimped look due to lack of body detail. I'm on a Work-Work-rest pattern and I roughly workout an hour, 5 times a week and I know I should eat a bit in surplus to allow muscle growth.
I'm currently eating at 1900 on off days but I eat at my TDEE on workout days but I'm currently following the lightly active which is at 2100-2200 cal a day, while the active is supposed to have me eat at 2400-2500 a day.
