Shin sensitivity

I was wondering if anyone had similar shin sensitivity as I do. I feel fine while running and during my daily activities, but they are very tender/sensitive when they come into contact with other things. I now run 15-25mi/wk and cycle the same and consistently improve PRs, do dynamic stretching prior to running, and static stretching afterward. I also meet my calcium macros, and take fish oil/glutamine. It's not a constant pain/sensitivity - only when there is physical contact to my shin (crossing legs, touching, etc). I'm reasonably sure it isn't shin splints - it's more of a passive annoyance that I'm not sure is normal.
