not sure what to do to get things going agian?

ok, i have been stuck all of this new year so far. In dec i got to 1.6 lbs away from my goal and thought for sure i was going to hit it! Well as soon as the new years started, i stalled and gained up to 5 lbs back at times, as i seem to fluctuate so much weekly... I have tried changing up my workout, i upped my base cals and nothing. I have had such bad cravings the last month or so that it is stalling me and i am going over my cals most days. I am not sure which way i should take this, if i should up my cardio so i can burn off the last few lbs and then add weights back into it, or just use weights? so confused on what to do to get things moving again. I still have a higher BF% then i want, so that is my main goal is to lose 3-4% more bf off. so frustrated! i have never had a 3 month stall before.... even if it's my body telling me it likes where i am weight wise, i still have bf to lose and i haven't had any inches lost since probably oct/nov...
