A lot of fat

Hi. I'm a 5'4" female weighing approx 133 lbs(BMI 22.8). I used the Military Body Fat Calculator and it gave me a body fat percentage of 29.2% and the non military gave my 25.6%. I hope to lower that obviously haha. My waist to hip ratio is 0.73, if that helps at all. I carry my fat on my lower stomach mostly; my 'spare tire' is not much smaller than my hips.

I don't have much weight to lose but a lot of bf; I hope for a bf % of around 20 one day. I know that it's near impossible for a loss to be 100% fat but how do I make it so? I can't even do a single push up. Looking online, the advice just seems to be to lower carbs and increase protein. I'm a pescetarian with a nut allergy so it's a little hard to consume 100g of protein.

I workout about 5x a week, doing weights sometimes. I'm trying to incorporate yoga and pilates too. The only reason why I'm asking about this is because I have suffered from various eating disorders for 6+ years. I know that if I don't see results, I'll revert back to my old ways of eating because frankly, it works for weight loss. I want to do it the healthy way; I want to be fit. Could someone offer me advice on how to lower it? Something structured would be greatly appreciated.

    For me losing the fat started with cutting way back on starchy foods. Most all of my carbs come from cabbage, broccoli, cauliflower, brussel sprouts, green beans, kale, collard greens, spinach and mixed salad greens.
