At/near goal weight but trying to lose BF%

Hello, I'm 5'4" and hovering around 111lbs. I'm no longer looking for the scale to go down, but I still have a lot of fat I'd like to lose off my legs. So I need to figure out how to maintain weight but build muscle and lose fat. If anyone is in or close to the same situation I'd love to be friends!
