    Of course you're swallowing it. You're sucking on it right? You have saliva in your mouth. The candy disolves. The disolved candy mixes with your saliva. You swallow your saliva every few seconds. Unless you're spitting constantly, you're swallowing the candy. It doesn't matter if you chew it or suck it (shhhhhh, we're talking about candy!!!). If it's in your mouth and you swallow, you are consuming it.
