Acceptable non-fat loss Percentage

I have been unable to frame this question for a useful Google search. Example of the issue: In a month's time I go from 200 lbs to 192. My body fat percentage goes from 27% to 25%, which equates to 6 lbs of fat (54 lbs to 48 lbs). The result is that 25% of my weight loss is not from fat.
Is this a reasonable ratio of fat loss to "other" loss? I've got to think that when one loses fat, the parts of the body supporting the fat will go away too. But what is an acceptable percentage? (FYI: After losing 30 lbs, my body fat loss is running at 77% of my total weight loss.)
Obviously there are a lot of factors involved. But if someone could shed some light on the subject, I'd appreciate it.
