Trying to figure out the last 25 pounds

Anybody know the difference between speaking to a dietitian and a nutritionist? I am going nuts over still being stuck at 200 for a year now. I'm thinking one of these might be able to help, but not sure...
Over the last two years, I have tried multiple eating strategies - eating 80% of my TDEE, eating more because I was lifting and doing tons of cardio; I went paleo, then no carb Atkins. It doesn't seem to matter which way I go- I never go lower then 199, and my body fat percentage is always at 28.8%. At 5'6", all indicators say I need to be at about 170, but I haven't been there since I was in 8th grade.
I would love any advice on how I might go about losing these last 25. Its making me a little nutso!!!
