Exercise and Calorie Deficit

Guys,
Is it possible to stay the same weight with a honest calorie deficit, but working out and building muscle.
I run 1/2 times a week and do insanity 2/3 times a week too. My body shape is changing , I can see shape around my stomach and my chest is getting smaller and I have dropped to a 34/32 waist so things are happening. But the scales are dropping slow. I had a 4lb weight loss last week which was the first for quite a while.
I know muscle weights more than fat, so is it that I am gaining core muscle the same rate I am losing fat, hence why I am staying roughly the same?
