feeling flabby again

So I'm defintely not bigger, like I fit in my clothes, I think I'm actually a little smaller size wise because my "skinny shorts" fit better than when I first fit into them.
However, I feel flabby-er, I haven't been able to go to the gym as much and I used to do cardio and weights and go to the gym maybe 5 times a week, now I only have time to go really twice and I just do weights and warm up cardio, but I am in a musical 4 hours a day and walking around campus so it's not like i'm sitting around doing nothing. I'm still eating a very high protein diet, and eating the right number of calories and the lifting I do is following NROL for women, and I'm now at the end of stage 2. Why do I feel more flabby? I can see my ribs more and stuff so maybe i'm not eating enough? help.
