Eating at a deficit with nothing to show for it.

I have been sidelined from running and most other exercises by a knee injury. I was losing weight ok before and lost about 5 of the 15 lbs I wanted to lose eating about 1650 calories a day while running. Since the injury I just couldn't seem to figure out how many calories I need to lose weight so I bought a fitbit. I love it so far, but it's showing about a burn of about 1650 calories a day, so I dropped my calories down to 1300 until my doc releases me to exercise again. So that's about a 350 deficit but I'm still not seeing a weightloss. I seem to be just maintaining my weight, and I don't want to drop my calories anymore. I'm so confused!
