Waistline question

I am down 20 1/2 lbs. in the past 9 weeks. It shows 14 because I had set my original starting weight over a year ago, and when I started this 9 weeks ago, I weighed 6 1/2 lbs. more than that.
I am weightlifting and seeing good results. From what I read, the only way to get fat off is to burn it off, and that you cannot target fat. My waistline is not moving in proportion to my weight loss. I have a long way to go there. Any ideas other than, just keep on doing what I am doing?
