How do I lose this tummy??!!!!

Hey all, I would really love to get some advice on this one. Now I've been on my weight loss journey since July 2012; started at 175lb & currently at 160lbs. My goal is 135-140lbs. I've been doing my cardio & weight training & I'm seeing improvement in every area except my tummy. For some reason (unbeknownst to me) my waist was 42", its now down to 38" & refuses to move!!!!! Ive followed other people's progress & they lose way more than this around their waist so I can't figure out what my problem is. I've significantly cut sugar, white rice & white bread from my diet & if I do consume them its hardly ever & in very small portions. My general body size is fine but my tummy is horrible!!! Any tips anyone?? help please!!!!!!!!!
