Please Help!! How to Fix Our iPod Touch?!?

My teenage daughter has a 4th generation iPod Touch. She was using it about an hour ago when suddenly the screen went black except that it also shows a white apple icon right in the middle of the screen. She tried to shut it off and reset it but it won't even allow her to do that. When she tries to shut it off and reset it, it just doesn't do anything at all. She is really upset about this as like most teens she LOVES her electronics!!

Any ideas on how to fix this would be much appreciated!! I'm really really hoping that there's an easy fix for this!!

P.S.) She just Googled troubleshooting ideas for this&found something where some guy said he had a similar problem and was able to fix it by downloading the newest version of iTunes. So, that's what she's trying to do now. Do you guys think that should fix it or do you think the problem is being caused by something else?
