Weight down, Measurements Up?

Just weighed/measured in for the week and I am continuing a slow and steady weight loss (10 weeks, 16 pounds gone!), but my measurements (all) have crept back up a bit. Not doing enough strength building, so I know it's not muscle.
Anyone else experiencing this?

It is next to impossible to measure the exact same spot twice, especially if you are doing your own measurments.0

Sometimes you don't measure the exact spot every time. I always have some one do my measurements for me and I remember where they measure at. Sometimes they are off by a little bit and then it shows I gained even though I know I didn't (pants fit better). I wouldn't worry to much about it.0
