trying to lose 5-6 pounds

I have been active all my life and never overweight.
Every year I gained 5-8 lbs in the winter and take it off in March, it's never been difficult until this year.
I am a female 46 years old 5'8 and abut 128 right now. I hit 130 over the winter. I can usually take this weight off, and keep if off all summer by being active and eating very healthy.
I am extremely active. I run, play tennis and do lots of DVD's with high intensity workouts. For some reason I am not taking off
the last 5 lbs, I'll lose a couple, then I'll gain them right back. I am running or doing high intensity workouts 5-6 days a week for 40-60 minutes each time. I am working my butt off like I do every spring and I can't keep the weight off.
I do not eat bread, junk food (almost never), I don't drink alcohol, I have a very lean diet with chicken, fruit, veggies, salmon, eggs, yogurt/nuts as my staples.
Is my metabolism just shot? The only possible things I can think of are:
too much fruit
not enough protein
I am not playing quite as much tennis as I did last spring
we moved to germany from the netherlands and I think the food is different, not as clean?
more sugar in my diet than I think I am getting?
not drinking enough water (I think I do)
Any ideas appreciated. I am trying to get to 122 lbs, which I am not that wrapped up in the number but the measurements and how I look in shorts and a bathing suit are driving me, and like I said every spring I drop the weight quickly with a few weeks hard effort, then maintaining by being active.
Let me add I am measuring and trying on clothes that SHOULD be fitting me now so I am not purely going by the scale....
