my body fat is predominantly in the abdomen...

I wonder how to adequately address my exercise knowing that almost all of my bodily fat is piled up in the abdominal region...
It is apparent that ~80% of my total body fat is abdominal. There's nothing wrong with that because my dad and grandad have the same appearance (difference is that they didn't have any pound extra until their 40s and I'm overweight in my 20s, but that's a different story)... The point is - my metabolism and genetics are such that when I gain weight - it almost all goes into that same depot - abdominal...

So, if I do exercise in the manner to equally engage all my muscles (and that's definitively the way I'm starting with, then we'll see) - then I wont get what I want - my arms and legs (and probably even face and facial expression) will change to something different and strangely unrelated to my belly (and the rest of the body in general) - those peripheral body parts (limbs+face/neck) will simply be over-trained compared to my body. On the other hand if I neglect any body part at all during my exercise - then again it won't bring the desired effect...

So, my questions are:
1) How to find the golden middle while exercising and adequately work additionally on my abdominal and all the surrounding muscles - and not to endanger my health or cause injury from doing it (due to imbalance of exercise rates)?
2) Is there any nutritional advice at all that can help my body to get rid of the abdominal fat while not draining away at the same time the other fat depots (that are not having that much of excess fat, and are important for the body to function normally)?

I know this probably depends on a number of things (e.g. how my workout program looks like, what is my exact daily nutrition etc.)... But, I just want to get an advice of any kind, because currently I don't have any opinion other than my own... So, if there's an expert or anyone having similar experience - I'd be grateful for your suggestions...

I'm 180cm(5'11'') tall, weighting 94.8kg(209lb). I'm eating quite diverse stuff and I can say it's rather healthy food (and I'm not planning to change that too much, I'm just cutting lower on the overall amount of calories since my nutrition composition is almost close to what is recommended). The actual reason why I gained weight in the last couple of years is the lack of physical activity... Since I started my university studies (4.5yrs ago) I lived almost a 100% sedentary life. Contrary to that - during high school I was an active basketball player (never a pro, but always had 1 or 2 practices per day except the game days)...so, one could say I was a very active sportsman...
Now I'm starting to work out again and I think the results will be obvious because I'm very determined. I started with two workouts per week playing floorball plus an occasional table tennis session... In a week or two I'll be kicking in with weight training for an additional two trainings per week... In a month or two I plan to have 6-7 training sessions per week - whether it be gym (4 times), floorball (2 times) or casual basketball with friends (1 time in a week - sometimes spiking this if it happens that I'm not around Sundays or the weather outside is bad or can't get anyone to play with). Cardio-workouts are constant and moderate, so I don't put too much pressure to my organism...
My primary goal is to weight ~80kg(175lb) and then I'll see where to go and what to do from there on... But I'd really like to lose my weight mostly from the belly region XD

I'm new here and I like it! :D I hope to get a chance to tell my success story XD
