Exercise is Painful

Hi All,
I am 33 years old and currently weight 14.11ibs and im 5ft 2inch. I have a sitting down all day desk job so I have piled the pounds on loads since starting there 2 years ago. I try to walk to work wherever I can, however I find that my legs (especially my calves) feel like lead weights and I am almost finding it impossible to walk.
I have also purchased a skipping rope as I have read that regular skipping can help the heart rate, but this is painful, due to the fact i am big busted so you can imagine the what that would be like.
Can anyone advise on some gentle yet effective forms of exercise, to help build my muscle tone back up.
