Does anyone know how to tone down the upper legs..I'm wanting my thighs and upper legs smaller but I don't know what work outs to do

I'm still struggling to get my legs to the point where I'm happy with them. My lower body is where I hold all my weight, so it's taken almost two years to get to the point where I would even consider wearing a skirt/dress.0
