Corn Tortillas

Are some types of corn tortillas only for frying?

I bought a new brand because it was really authentic sounding and the tortillas seem to be thicker than usual. I usually use flour tortillas so maybe I am just not used to the corn. They took a while to soften up when I put them in a dry hot saute pan, and then they were somewhat tough when we used them for taco night.

I still have like 12 left in the package and am wondering if they are meant to be fried and shaped into a taco shell or something.

BTW, I looked for directions on the package but there were none :)
