Measuring calories in lentils/cous cous

Hey!
Ok, I'm always getting confused about this, but I'm sure it's pretty simple. Does the amount of calories change according to whether the lentils or cous cous are dry or cooked?
e.g. on a packet of lentils it says 80g = 83 kcal
Now, it doesn't say if this 80g refers to dry lentils or cooked lentils. Does it matter? Or will 80g of dry lentils have the same amount of calories when they are cooked even though they will weigh more because of the water added to cook them?

weigh it UNcooked then cook it...the calories won't change once it is cooked. But you have to measure out the correct portion while it is still dry, for most foods.
Meat too, a "4 oz" portion refers to RAW meat, weigh THEN cook.0
