I have been working out using Zumba and 10 minute trainer for the past 6 weeks. I have also been keeping my calories under 1400 like I'm supposed to be doing. My weight hasn't changed, I'm ok with that because I know I'm gaining muscle, but I haven't lost any inches around my waist and I have been concentrating on my abs when exercising. I'm really at a loss as to what to do.

See above to why you are probably not gaining muscle. I will say I didn't lose a darn thing on Ten Minute Trainer, either (my fault though, my diet was completely in the crapper and so were my macros). I switched to Insanity (paid far more attention to its diet/macros, etc), lost 27 in a single rotation. Now I'm on CLX. Check your dietary intake, check your macros, they're probably not where they need to be. Without knowing anything about you, your current stats. No one can say for sure. You might want to let people know what they are so they can help.0 -

How do you know 1400 calories is your target? If that is the MFP number, then it is probably wrong. Also, you aren't gaining muscle and there is no reason to concentrate on your abs when working out. Doing so will not make the Magic Fat Loss Fairy fire her torpedos at your belly fat.
Calculate your TDEE and eat a deficit from there, then start a weight training program.0 -

I've checked my target calorie count on mfp, another calorie counting app, and on the insanity website. I didn't like how low the number was so that's why I checked so many different places.0

You cannot target fat in one specific area. Not gonna happen, it is impossible. Your body will burn fat at a consistent rate throughout your entire body, not just one area. All the ab exercises in the world will not give you a flat stomach. That is achieved through eating a proper calorie deficit alone.0 -

Cardio has been one of my workouts in addition to the ab workout, so I guess I just need to stop being so impatient and give it time.0

You'll see great results from heavy rounds (more than 30 minutes worth of) calisthenics, heavy weight resistance exercise and some cardio, if your diet is in check. You should open you diary to the public. You might not be eating the right things or enough to make a difference. 80% of fat loss/weight loss IS DIET and MACROS/MICROS.0
