What am I doing wrong?? HELP!

I started MFP about 3 weeks ago. I haven't lost ANYTHING (inches or pounds) and I even gained a bit in the beginning. I am 5'2" weigh 164 and would like to lose 20 pounds. I started at 1200 calories and I was starving every day. I bumped up to 1400 and now exercise every day, at least 30 minutes of cardio or walking, and am also under my calories almost every day. Why am I not seeing any progress yet???
