Slow & steady wins the race. You cannot spot reduce sadly, but you can build muscle and focus on losing fat, which MAY help you lose thigh fat. It all really depends on your body build and where you build/lose fat first. Not everyone when they lose gets a thigh gap. It's better to focus on just bettering your body rather than aiming for thigh gaps/hip bones/whatever0

Weight lifting will help your over all body composition, but not only in your legs.
You can, however, focus on specific muscle groups. Try weighted squats and lunges with dumbbells and combine with cardio. I ditched the cardio all together but for most the combination of the two will get you lean legs.0 -

Calorie deficit for weight loss + squats, lunges, etc for muscle retention
To thin:
