My BMR is 1428
my TDEE is 1713
20% fat reduction is 1371 calories per day.
That is based on doing very little exercise or nothing. Does that seem right? AND on the days i do exercise, I need to eat them back???? I cant seem to get my head around this

Yes. Sort of.
You can choose your activity level including exercise and not "eat back" your calories. Or you can choose sedentary and "eat back" your calories. You appear to have chosen sedentary so you do need to eat those extra calories.
Also with the little amount you have to lose, 20% may be too high of a goal, I would aim for 10-15%.0
