Squats, jump on a treadmill.. try kettlebell. I have always had large legs, hips and I've finally got them a bit smaller now (with a gap!)

You have stubborn fat deposits on your thighs it sounds like. Men have problems with their the fat over their abs and lower back fat, and women their thighs and butt.

To build muscle on your butt and hamstrings you should read this page: http://www.t-nation.com/free_online_article/sports_body_training_performance/dispelling_the_glute_myth

To target the stubborn fat do cardio, take CLA, yohimbe, drink green tea, and carb cycle.

Excellent article; thanks for that one. What is CLA?

Just putting it out there for you OP that I've used it when I had a higher BF%, it worked with exercise, healthy eating.. most either don't know what CLA is or will flat out say it's a waste cause Dr Oz endorsed it. I know lots of body builders who use it with success and many who don't. It's up to you but if your BF is lower than 20%, I personally wouldn't bother.

You can't "target stubborn fat" with anything short of lipo or l-carnitine injections and the l-carnitine is even highly debatable. Your body loses fat where it wants to when you are in a deficit, all you can do is lift to make sure there is muscle there when the fat is gone.

You could also try doing goblet squats with a kettlebell, I go all the way down with a 35/40 lb kettlebell and I can really feel the burn. I also do weighted squats, but like you I am still perfecting my form and dont go ALL the way ATG so I feel these help with that some. It has also helped me with my form.
