Arm Workouts

One of my biggest problem areas (like most women) is my arms. I have been focusing on tricep exercises primarily because that is where there is the most sag. I try to avoid shoulder exercises because mine are really weak and end up hurting me long term afterward even when the exercise is done properly.

Can anyone give me some advice as to the best way they toned their arms or at least slimmed them down? I do run at least 3 times a week and I know that running is supposed to be an overall body workout. I am just looking for some good, simple, effective arm workouts that I can do in a small area at the gym (its always packed and its a tiny gym) or maybe some at home stuff.
