Can you determine activity level based on steps alone?

Just wondering. Awhile back when I got started here I was trying to figure out my daily activity level so I could update my profile. Wouldn't steps be a good measure of daily activity? If I get my 10,000 isn't that a solid "lightly active"? Maybe even moderate? What would you set the steps for for each level of activity?

I think I've read that under 6000 is considered sedentary.
10,000 steps is between 4 and 5 miles depending on your stride length, so definitely not sedentary.0
