Eating less or exercising and eating more?

I'm a 19yo 222lb 5'8 male.
I was wondering which option is better for fat loss?
My shape is too good for 222 pounds as I have built muscles in the past 7-10 years as I'm a soccer player but it all changed when I started university. (I guess my weight is mostly muscle weight)
I burn around 3000 cals just by being alive and MFP recommends 1900 calorie intake per day to lose 2 pounds per week.

Would eating less get me in shape? (Including a few weight-lifting exercises and pushups)
Or should I exercise (Biking/Brisk-walking) and eat more?
Either way I'm maintaining the 1900 calorie intake.

Any help will be appreciated!
