Can somebody help me find the key?

I need some serious help with calories and macros. I am not losing and have not been losing for a year. I've lost an inch or two here and there... and gained it back... and lost a pound or two and then right back up... I have messed around with calories and macros but nothing is working.

Here are my details...
I have a sedentary job but also a standing desk. I sit more than I want to. (That changes now.)
I have a rowing machine. It's not a concept II but it will do for now.
I have a good treadmill.
I have an inground pool. I'm not a very good swimmer but it is getting warm enough to go in... soon.

In March I began a plant based whole foods eating experiment... I am still enjoying eating this way and plan to continue.

My plan is to get in 60 minutes of cardio 5x per week. I can't go to the gym, so everything has to be done at home. I have resistance bands and I have 5lb and 8 lb dumb bells. I have been doing Fitness Blender Workouts (Tank Top Arms, Abs and Obliques Workout -Exercises for a smaller waist) and whatever else strikes my interest when I see it... things like feel good stretching, Crunchless Abs, 10 minute butt and thigh workout and the latest pilates core series.

My goal is to trim 6 inches each off my bust and hips and 8 off my waist. (or become 6 inches taller -but I can't figure that out either), I want to run 10km in 60 minutes with my co-workers next April in a local run..

Thoughts?

Not much to say, you seem to have a pretty good plan...with persistence, I think it will help you reach your goals. Since you are going with a plant based diet, I would suggest you get good quantities of quality protein (at least 1 gram per lb. of lean body mass). At some point you may want to begin strength training (heavy lifting) to avoid the skinny fat syndrome. Other than that I think you've got it down pretty well.

Is the only way to avoid 'skinny fat syndrome' to lift heavy? Can I not get there another way?
    Thanks jadams.

At 300 minutes of cardio per week? Yes. You will burn too much lean body mass if you do not take steps to preserve your muscles. This means heavy (or at least moderate) lifting. Reduction in lean body mass is what causes the skinny fat syndrome.

You could do workouts with heavier dumbbells. You can't get as heavy as you could with a barbell, but you can get some decent training in with them. I have a set of adjustable dumbbells, so I can increase the weight as needed.
