Uncle Toby's Weight wise Oats

Has anyone tried these, are they supposed to be so runny? Is that how you are supposed to eat oats. It was like soup.
It has 19g of carbs per 40g serve is that too much carbs? My Dr told me to try and stay on a low carb eating plan.
