First losing, now gaining weight.

I started a month ago and lost 6lbs but now I gained 4lbs and I don't know why. At first I thought it might be muscles, or the scale, but my waist, hip and thighs got bigger again.
I do at least 60 minutes of cardio a day and don't eat more than 1300-1400 calories a day.
Does anyone know what I'm doing wrong?

    Your food diary is locked and not visible, thus no one can see it and give useful advice on what you may be doing wrong
