When i am lifting, i use medium weights and lots of reps. The question is, should i let the muscle totally relax between each rep, ro do i stop short of that and keep some tension in the muscle for the entire set?

depends on your goals. can you define "medium weights and lots of reps" before I answer?0

Example: 2-3 sets of DB raises. 20 reps per set. 10 lbs each hand (i am not super strong yet but have improved from starting weight of 4 lbs total).
Or 3-5 sets of leg raises, 20 reps per set, body weight.0 -
Goal is to be less saggy, decrease body fat, stronger so I can padticipate in more activities without getting injured.
Current weight 118, 25% body fat. Goal is to get to 19% body fat.0 -
with a weight that light, you're better off with constant tension. You should give serious consideration to increasing the weight to something that you can only do 5-12 reps of.
that said, you'd do much better if you tried to do pushups and modified chinups. you've got a whole body to work, not just your arms. pushups, chinups, and squats will work everything and give you much better results0
