Ankle/shin pain while walking

I am fairly new to working out...about 3 months in. I have been doing The Biggest Loser Power Walk and Power Sculpt. Now that the weather is finally getting nice I want to do more walking outdoors and eventually do C25K. I have problems with plantar facsitis and pain in my shins. I got fitted for new shoes and they have helped tremendously. My plantar facsitis hasn't been an issue at all and the shin pain has lessened.

When I go for walks I always have pain/discomfort in my ankles and shins. I walk anyway but it's frustrating. I'm trying so hard to get into better shape but I don't think I'd be able to do C25K with this pain. I'm 5'4, 200 lbs so I'm hoping the pain will lessen as i continue to lose weight. Is there anything I can do in the meantime? Has anyone else noticed pain like this going away as you lost weight? I don't have the pain when doing the DVDs inside on carpet. It's only when I walk outside.
