    What exactly does that mean?

    the chart compared different exercise that that target the glutes in varying percentages.
    sometimes we think we are doing a great exercise to improve a body part, when actually we're not.

    bottom line:
    best exercise for upper glutes: barbell hip thrust,
    seated band abduction is also very high in activation

    medium glutes:
    barbell hip thrust again

    lower glutes:
    barbell dead lift
    barbell hip thrust
    body weight single leg hip thrust
    in order of highest to lowest of activation
