Running jcakets - worth it?

I'm a firm believer in the "last time I checked, runners are waterproof" philosophy, but as I enter a cynical middle age, it takes far more to get me out of the door when it's pouring with rain. I have a couple of "shower resistant" jackets which usually soak me through in a heavy downpour, so think I need to upgrade. Can any runners who use them help me choose one and answer a few questions, please. I'm not looking for warmth as I have my layers sorted, just dryness.
Is it worth investing in the super-high tech fabrics like Gore-Tec? That would really stretch my limited budget.
Is there such a thing as a hood that stays up in foul weather, preferably without making me a sweaty mess?
Will anything keep raindrops off my glasses, or do I have to bring out a pair of my "special occasions and race days" disposable contact lenses each time?

The features I like about my jacket are:
it's lightweight
It has zipped pockets so I can carry phone/ keys/ plastic bag
It is high viz.
It doesnt have a hood - I wear a baseball cap if I want to keep rain out of my eyes.
It's not completely waterproof, but I wouldnt be running in a torrential downpour.0 -
In for answers.
For the longest time I had one running jacket for all seasons, a light weight jacket, and like someone mentioned above, high visibility. I used it more to keep the wind off/heat in when wet as opposed to keeping me dry and layered under it in winter.
I finally broke down this winter and bought a winter running jacket, but it was so worth it.
My understanding was if its waterproof, its going to keep all the heat/moisture in. Since I sweat so much, I figured I'd still end up soaked with a rain jacket on anyway, and overheated so no point.0
