im exercising, eating right, drinking a lot of water, but this little flabby belt is not going away.
what to do?
i heard this is less to do with caloric deficiency than exercising and eating the right foods

Its usually the last place you lose weight, so sticking to a cut in calories till your body fat drops to near single digits as a man (not sure of the percentage for women) and it will start to show. No exercise is going to make it show any quicker, just make it more impressive when it does show. Cutting carbs, particularly wheat, cutting back of dairy and also drinking a lot of water helps some people shift any water weight you may have around that region if you are close, if you are close you should have good to excellent definition around your biceps and shoulders, clear lines of separation even without flexing.

If you want to work on your abs while you wait do the following two or three times a week:
    1) Hanging leg raises on a pull up bar, bringing your feet to your hand
    2) Cable crunches, hold at the bottom
    3) Weighted Russian twists
    4) Weighted sit ups with the weight above your head (not in front)
    5) Standing ab wheel

Small deficit. Long time. Lots of patience.

The closer you are the slower it goes. Get some calipers. 1 millimeter at a time. Continue (or start) strength training to retain lean mass. If skinfold thickness is not going down (albeit slowly) you may be underestimating calorie consumption or overestimating burn. Accuracy is important at this stage.

You have to get to a rather low body fat % to get visible abs, which can be difficult with diet and cardio alone. Try adding heavy lifting? I am finally starting to see mine even though I've stopped dropping pounds.

I got my abs losing 2lbs per week. No perceived muscle or strength loss.
