Rusty Moore -- Visual Impact Cardio...anyone?

Has anyone heard of, read anything or even tried following the Visual Impact Cardio by Rusty Moore? It sounded really interesting but it looks like it's not an actual book...you pay to download the information which seemed a little shady. It looked to have some great info on training on the treadmill & nutrition.
