How to measure hips? Help!

I've read that it's around your hipbones, and I've read that it's around your bum but I honestly have no clue! My bust:waist:hips ratio if I measure around my *kitten* not hipbones is 33:23:34, and around my hipbones it's 33:23:29! (I'm 5'1''.)
So which measurement is correct?

I've always heard to measure at the widest point.0

The widest point! Usually around your butt. The hip bone is more of a "low waist" measurement.0
